Minister of Energy<\/a> and Natural Resources Alparslan Bayraktar evaluated Turkey’s offshore wind target extending to 2035, the timeline for the first tender, the role of the domestic supply chain, and the investment vision for R\u00fczgar Enerjisi Dergisi (Wind Energy Magazine).<\/p>\n\n

Turkey considers offshore wind energy within the scope of its renewable energy targets, as well as its vision for energy security, industrial transformation, and the blue economy. In this exclusive interview, Minister Bayraktar discusses the 5-gigawatt installed capacity target set for 2035, the ongoing work in priority areas, and preparations for the first offshore wind tender planned for the first quarter of 2027. The interview outlines the main topics of the new ecosystem, ranging from domestic production capacity to international investor interest, and from port and shipyard infrastructure to engineering services. <\/p>\n\n

Could you provide information on Turkey’s current efforts and strategic goals in offshore wind energy?<\/h2>\n\n

As Turkey, we are resolutely continuing our renewable energy investments in line with our goal of full energy independence. As of today, our installed wind and solar power capacity has exceeded 42,000 megawatts. Our target is to reach 120,000 megawatts of installed capacity in wind and solar alone by 2035. To achieve this goal, we need to commission an average of 8,000 megawatts of new capacity each year. <\/p>\n\n

Offshore wind energy is one of the most important aspects of this major transformation.<\/h2>\n\n

In the Turkey National Energy Plan published in 2022, we set a target of reaching 5 gigawatts of offshore wind installed capacity by 2035. In line with this, we have identified four priority areas in the Aegean Sea: Saros, G\u00f6k\u00e7eada, Bozcaada, and off the coast of Edremit. The permitting processes for these areas are proceeding as planned. <\/p>\n\n

Additionally, within the scope of the project we are conducting with the World Bank and financed by the European Union in the Marmara Sea, wind measurements have been completed in two areas. We will begin seabed and ground surveys shortly. <\/p>\n\n

We do not view offshore wind merely as a new area for electricity generation. We consider it an important part of Turkey’s vision for energy security, industrial transformation, and the blue economy. <\/p>\n\n

What is Turkey’s roadmap and priorities for the first offshore wind tender process?<\/h2>\n\n

Our preparations for the first offshore wind tender are progressing as planned.<\/p>\n\n

On June 22, we opened the draft tender specifications for public consultation. We will receive feedback from industry representatives, investors, and relevant organizations until August 17. Following these evaluations, we will finalize the specifications. <\/p>\n\n

Our goal is to announce the tender before COP31, which our country will host, and to hold the first offshore wind tender in the first quarter of 2027.<\/p>\n\n

We view this process not merely as a tender, but as a strategic beginning that increases investor confidence, prioritizes predictability, and builds a long-term industry.<\/p>\n\n

How do you evaluate Turkey’s industrial infrastructure and the role of the domestic supply chain in the offshore wind sector?<\/p>\n\n

Today, Turkey has become one of Europe’s important production centers in the onshore wind industry.<\/p>\n\n

Thanks to the localization policies we implemented within the scope of our YEKA projects, towers, blades, generators, and many critical pieces of equipment can be produced in our country. We have established a strong industrial infrastructure with approximately 55 percent domestic content requirement. <\/p>\n\n

Now, we aim to transfer the same success to the offshore wind sector.<\/p>\n\n

In our draft specifications, we have foreseen additional incentive mechanisms if certain turbine equipment is produced in Turkey. Our aim is to create a Turkey that not only builds power plants but also develops offshore wind technology, produces its equipment, and exports it. <\/p>\n\n

Offshore wind investments will mobilize a very broad ecosystem, from the steel industry to shipbuilding, from port operations to maritime logistics, from cable production to engineering services.<\/p>\n\n

Therefore, the added value generated here will make significant contributions not only to the energy sector but to the entire Turkish industry.<\/p>\n\n

What are your Ministry’s assessments regarding international investors’ interest in the Turkish offshore wind market?<\/h2>\n\n

We observe that international investors have a very high interest in Turkey.<\/p>\n\n

We are receiving extensive feedback on the draft specifications from both domestic and foreign investors. Additionally, we are in regular contact with project developers, technology firms, and financial institutions within the scope of organizations by international wind energy associations and industry groups. <\/p>\n\n

Turkey offers significant potential for investors thanks to its strong electricity market, growing energy demand, developed industrial infrastructure, and geostrategic location.<\/p>\n\n

We will continue to encourage long-term and sustainable investments by making the investment environment more predictable.<\/p>\n\n

Finally, what is Turkey’s future vision for offshore wind energy, and what message would you like to convey to industry stakeholders?<\/h2>\n\n

Turkey’s energy demand continues to grow. Electricity consumption is increasing every year, especially in our western regions where our industry is concentrated. In contrast, production resources are more limited compared to the eastern parts of our country. <\/p>\n\n

For this reason, we need strong, continuous, and domestic production resources in our western regions.<\/p>\n\n

Offshore wind power plants are strategic investments that will meet precisely this need. The wind regime offshore is stronger and more continuous. This will result in a more balanced production profile compared to onshore wind, making a significant contribution to system operation. In this respect, we consider offshore wind as one of the production resources closest to a baseload character within renewable energy. <\/p>\n\n

At the same time, these investments will strengthen our supply security by increasing domestic and clean energy production in western Turkey, make our transmission system more efficient, and contribute to reducing our external dependence.<\/p>\n\n

Furthermore, the offshore wind sector is not just about energy production. It is a new economic ecosystem with a very high multiplier effect in terms of developing our ports, creating new business areas for our shipyards, growing maritime services, increasing our high-tech production capacity, and generating qualified employment. <\/p>\n\n

Our goal is not only to reach 5 gigawatts of offshore wind installed capacity by 2035.<\/p>\n\n

Our goal is to build a Turkey that can develop its own turbines, platforms, cables, engineering, and maritime services with its own capabilities, exports its technology, and has a say in its region.<\/p>\n\n

Turkey will be an important player in offshore wind, the new phase of the renewable energy transformation, with its strong industry, skilled human resources, and determined energy policies.<\/p>\n","protected":false},"excerpt":{"rendered":"
